If you can't place a banner ad at THE TOP OF THE PAGE, don't bother placing it at all.
There is a spooky Internet phenomonen known as 'Banner Blindness' which has shown that banner ads undernath other content simply ARE NOT SEEN by the visitor. The only banner ad to catch the visitor' eye is the one at the top.
